Approval Opinion on the Environmental Impact Report for the Fujian Tangyuan Synthetic Fiber Science and Technology Co., Ltd.'s 240,000-ton Annual Output of Differentiated and Functional Nylon Fiber Project

 

Fujian Tangyuan Synthetic Fiber Science and Technology Co., Ltd.:

 

 Your submitted "Environmental Impact Report for the Fujian Tangyuan Synthetic Fiber Science and Technology Co., Ltd.'s 240,000-ton Annual Output of Differentiated and Functional Nylon Fiber Project" (application version, hereinafter referred to as the "Report") and expert review opinions have been received. After review, our bureau has the following reply:

 

 1. The Report is comprehensive, highlights key points, and generally meets the requirements of the compilation technical specifications. Our bureau agrees in principle with the evaluation conclusions of the Report and the expert review opinions, and agrees that Fujian Tangyuan Synthetic Fiber Science and Technology Co., Ltd. can start construction of the 240,000-ton annual output of differentiated and functional nylon fiber project in the Chang Le Airport Industrial Concentration Zone starting area (Hunan Town).

 

 2. During the design, construction, and operation of this project, your company should earnestly implement the various pollution control measures and risk prevention measures proposed in the Report, and focus on the following work:

 

 1. Strict implementation of rainwater and sewage separation should be carried out within the factory area; an initial rainwater pool with an effective volume of 650 cubic meters and an emergency regulating pool with an effective volume of 1500 cubic meters, as well as corresponding sewage diversion valves, should be constructed as required by the Report; a 550t/d secondary sewage treatment plant should be built, and industrial wastewater and domestic sewage should be treated by the sewage treatment plant and septic tank respectively to reach the tertiary standard before being discharged into the municipal sewage pipe network and sent to the Binhai Industrial Concentration Zone sewage plant for unified treatment; the discharge outlet should be constructed according to standards, and an online monitoring system should be set up.

 

 2. The heating boiler should be equipped with dust removal, desulfurization, denitrification, and online monitoring devices to ensure that the flue gas meets the standards after treatment and is discharged at high altitude, and the chimney height should meet the standards and airport airspace requirements.

 

 3. Corresponding purification facilities should be built for solid caprolactam crushing dust, filler tower uncondensed gas, underwater granulation and slicing drying organic waste gas, spinning waste gas, etc., to ensure that the waste gas meets the standards after treatment and is discharged at high altitude, and the exhaust pipe height should meet the standards and airport airspace requirements.

 

 4. Sanitary protection requirements should be strictly implemented. The sanitary protection distance for this project is: 400 meters beyond the boundary of the polymerization production area and 100 meters beyond the caprolactam storage tank area. Your company should report the sanitary protection requirements of this project to the Airport Industrial Concentration Zone Management Committee and the Hunan Town People's Government within 10 working days of receiving this opinion. Within this range, the construction of residential areas, hospitals, schools, food processing plants, and other environmentally sensitive targets is prohibited.

 

 5. The production workshops should be reasonably arranged, and noise reduction, sound insulation, and vibration reduction measures should be adopted for high-noise equipment to ensure that the factory boundary noise meets the discharge standards.

 

 6. Solid waste should be treated strictly in accordance with the principles of classified management, proper storage, and reasonable disposal. The factory should set up one temporary storage site for hazardous waste with an area of 60 square meters (10 square meters for phase 1) and one temporary storage site for general solid waste with an area of 250 square meters; filter residue, polymer residue, waste packaging materials, waste activated carbon, and other hazardous waste should be properly disposed of by qualified units in accordance with regulations; waste catalysts should be recycled by the supplier; boiler slag, fly ash, and desulfurization gypsum should be recycled and comprehensively utilized; sludge generated by the sewage treatment plant should be dried and then disposed of together with domestic garbage by the sanitation department; any random stacking, dumping, or incineration of solid waste is strictly prohibited.

 

 7. Risk prevention awareness of chemical accidents should be strengthened, and the safe management of chemical raw materials during transportation, storage, and production should be strictly implemented, operating procedures should be strictly adhered to, and accidents should be prevented; at the same time, fire safety equipment, facilities, and explosion-proof devices should be fully equipped as required, detailed risk prevention measures and accident emergency plans should be formulated, and regular drills should be organized to ensure environmental safety and maintain social stability.

 

 8. Supervision and management during the project construction period should be strengthened to prevent soil and water loss and construction noise, wastewater, garbage, dust, and other pollution of the surrounding environment.

 

 9. An enterprise environmental protection agency should be established, and full-time environmental protection technicians should be equipped to be specifically responsible for the implementation and management of the enterprise's various environmental protection work; at the same time, environmental protection regulations and environmental protection job responsibilities should be improved, operating procedures should be strictly followed, and a sewage treatment laboratory should be built to ensure the normal operation of environmental protection facilities, stable discharge of pollutants that meet standards, and prevention of accidental discharge.

 

 3. The pollutant discharge standards to be implemented for this project are:
